## 1. Structural role

ROTAS W instantiates the structure constrained by TENET W. It does not define
doctrine, decide admissibility, execute a mapping, or mediate a result.

## 2. Carrier domain and wheel factorization

The two wheels in each pair are rigidly tied:

There are four wheels, two tied pairs, nine carriers, and thirty-six unique W
addresses. The term occupying each address is supplied by
`LIBER_X_W_TERM_MATRIX.json`; ROTAS does not infer or rename terms.

## 3. Address grammar

For every `x` in `{B,C,D,E,F,G,H,I,K}`:

An address has exactly one sign, one wheel pair, and one carrier. Structural
address identity is not semantic term identity.

## 4. Relative rotation and cameras

Index the carriers from zero in the declared order. For a V carrier `v` and a
U carrier `u`:

The structure therefore has nine relative states and eighty-one placements.
For the cross-address Temperantia identity, `+VE` to `-UC` has
`directed_delta_mod_9 = 7` and `undirected_circular_distance = 2`. Neither
metric proves semantic identity.

## 5. Typed relations

The only structural relation types exposed by this ROTA are:

- `TIED_COUNTERPART`;
- `CO_CARRIER`;
- `ROTATIONAL_ALIGNMENT`;
- `IDENTICAL_TERM_CROSS_ADDRESS` when explicitly declared in the term matrix;
- `SOURCE_EXPLICIT_RELATION` when typed by the source/profile records.

They are non-interchangeable. In particular:

Before AREPO W may admit a prospective OPERA W invocation, ROTAS evidence must

The effective ROTA is unresolved unless the record identifies this local
canonical source or a separately admitted compatible composition by exact reference.
Provider status may not be erased. A record from another epoch, subject, or
scope is stale for the new invocation.

This canonical source defines the record shape only. It does not emit current
evidence, select itself at runtime, or grant AREPO admission.

## 7. Display geometry

Nine equal loci may be placed at forty-degree angular intervals, with B at
ninety degrees and carrier order proceeding clockwise. Display geometry is not
execution and does not authorize a MACHINA artifact.

## 8. Five-class boundary

ROTAS W receives proposed invariants from TENET W and supplies structural
evidence to AREPO W. It does not rank moral terms, admit an input, run OPERA W,
alter OPERA output, or perform SATOR mediation.

## Closing boundary

`IDX-W-ROTA` identifies this canonical source for routing and discovery only.
It is non-runtime and runtime-disabled. Structural validation and index
registration create no AREPO admission or execution authority.
