## 1. Admission role

AREPO W determines whether a declared mapping request is structurally eligible
to reach OPERA W. It does not define W doctrine, instantiate or select a ROTA,
execute a mapping, repair missing provider output, or mediate a result.

This canonical source is non-runtime and runtime-disabled. Its admission
vocabulary specifies behavior but does not currently return executable
permission.

`mapping_target` must be exactly one of:

- `ACT`;
- `HABIT`;
- `PATTERN_OF_ACTS`;
- `AGENT_QUALIFIED`.

`AGENT_QUALIFIED` means a bounded attribution to an explicitly described
agent in the declared frame. It does not authorize a total judgment of a
person.

## 3. Mandatory same-epoch bindings

Before any admission can be executable, the request must provide:

1. current TENET W evidence identifying source and version or content hash,
   proof of current parsing or freshness, and exact epoch, subject, and scope;
2. current ROTAS W evidence identifying source and version or content hash,
   provider status, effective ROTA or explicitly admitted composition, proof
   of current resolution or freshness, and the same epoch, subject, and scope;
3. an A trace from the exact declared A provider, separately admitted and
   bound to the object/frame;
4. a T trace from the exact declared T provider, separately admitted and bound
   to the object/frame;
5. exact W matrix and W-owned A/T profile dataset references;
6. explicit source/provenance status and mapping target.

A prior AREPO admission, a prior W result, or an AREPO/SATOR-only context does
not satisfy any current-evidence requirement.

## 4. Non-runtime admission states

- `ADMISSIBLE` — all required evidence resolves and no blocking condition is
  present;
- `ADMISSIBLE_WITH_FLAGS` — all execution-critical evidence resolves and only
  declared non-blocking plurality/source flags remain;
- `PROVISIONAL` — analysis may continue, but OPERA is not admitted;
- `DEFERRED` — a resolvable provider, source, or profile input is missing;
- `REJECTED` — the requested mapping violates a W invariant;
- `BLOCKED` — execution-critical evidence or authority is absent or invalid.

Because this family remains `NON_RUNTIME / RUNTIME_DISABLED`, no state emitted by
this document is current runtime admission.

## 5. Fail-closed conditions

Return `BLOCKED`, `DEFERRED`, or `REJECTED` as appropriate when any of the
following applies:

- TENET evidence is absent, stale, cross-epoch, subject/scope mismatched, or
  not source-identifiable;
- ROTAS evidence is absent, stale, cross-epoch, subject/scope mismatched,
  erases provider status, or leaves the effective ROTA/composition unresolved;
- A or T trace is absent, belongs to another object/frame, lacks exact provider
  identity, or is presented as W-owned doctrine;
- the W A/T profile dataset or 36-address matrix is absent or structurally
  inconsistent;
- the mapping target or declared frame is hidden;
- a raw moral verdict is requested without declared structural traces;
- an isolated act is promoted to a stable habit or a total personal identity;
- a sign is equated with a habit or with moral numeric valence;
- virtue is converted into permission, admission, or reward;
- vice is converted into prohibition, rejection, or punishment;
- historical/traditional conformity is used as epistemic proof;
- a package claim, translation, reconstruction, or inference is represented as
  direct source evidence;
- an unresolved lexical surface is silently promoted to primary term;
- S/K moral-Instrumentativum context is reified as a tenth subject;
- current OPERA G is required as an upstream provider;
- prior admission is reused for a new invocation epoch.

Partial A/T content may be inspected only as `PROVISIONAL` and cannot reach
OPERA. Multiple compatible W addresses, a historical/contemporary frame
boundary, or explicit cross-address semantic identity may instead yield
`ADMISSIBLE_WITH_FLAGS` when every execution-critical binding is otherwise
complete.

## 8. Five-class boundary

AREPO W consumes current TENET and ROTAS evidence and may gate a future OPERA W
only. It does not alter either provider, compute W_PROFILE, choose moral terms,
or frame the user-facing return.

## Closing boundary

This is the deterministic canonical admission source for Stack W. Its global
registration is identity-only; it grants no runtime admission or execution
authority.
