Scope: exact materialization of the qualified Stack W family under
`19_STACK_W`, two ordinary LIBER support objects under `90_STACK_LIBER`, and
identity/discovery-only registration under HP-030:A.

## 1. Frozen entry state

HP-030:A fixes:

- DEP, matrix, profiles, decisions, fixtures, schemas, tests, validator,

  `CANONICAL SUPPORT / NON_PROVIDER / NON_RUNTIME / RUNTIME_DISABLED`;
- both W LIBER objects as
  `CANONICAL SUPPORT / NON_INFORMANT / NON_PROVIDER / NON_RUNTIME /

- exactly nine global identity/discovery records and no active provider.

This binding canonizes source and support within the bounded Stack W scope. It
does not admit AREPO, execute OPERA W, supply current A/T traces, activate a
runtime, or grant deployment, Sigma, MACHINA, development, or main authority.

## 3. Exact path boundary

The final slice contains exactly 32 changed paths relative to the execution
base:

- 28 additions under `19_STACK_W`;
- two additions under `90_STACK_LIBER`;
- one bounded additive update to
  `00_ROOT_CLASS_LAWS/SYSTEM_INDEX_CURRENT.md`;
- one bounded additive navigation update to `STRUCTURE_REPORT.md`.

The authoritative inventory and change classes are recorded in
`INTEGRATION/W_PATHSET_MANIFEST.json`. There is no W-04 delta under
`17_STACK_NOTAE`, `18_STACK_MACHINA`, the candidate or qualification lanes,
G, S/K, MACHINA, Sigma, deployment, or documentation sources.

## 4. Semantic and byte fidelity

`INTEGRATION/W_NUMBERED_SUCCESSOR_AND_MUTATION_MANIFEST.json` binds nineteen
exact source blobs to nineteen numbered outputs. Every entry carries ordered
UTF-8 preimage/postimage operations, occurrence counts, a chained SHA-256
trace, and—where applicable—an exact JSON-pointer allowlist.

The numbered validator replays those operations from the raw Git blobs and
requires byte-exact equality with each final target. The closed mutation kinds
are:

Doctrine, human bindings, four-wheel topology, thirty-six address records,
A/T profile data, evidence classes, provider boundaries, and runtime
prohibitions remain preserved.

## 5. Registration result

The global index contains exactly:

All nine records resolve to exact v1.0.0 targets and final SHA-256 values.
They expose identity and location only. `IDX-W-OPERA` is not executable; DEP
and both LIBER records are discovery-only, non-provider records; every runtime
binding is disabled and requires a separate human gate.

## 6. Validation record

Pre-commit validation is performed by `VALIDATE_STACK_W.ps1` over the exact
32-path worktree snapshot. The final result is recorded here only after the
full validator, structured parsing, conflict scan, diff check, and root,
Llulliana, and Arithmetica regressions all pass.

## 7. Commit and publication binding

The validated content snapshot was committed as:

The post-commit geometric-maintenance hook reported the known broken
`refs/codex/desktop.ini` pseudo-ref and stale worktree-admin cleanup failures.
The content commit itself succeeded; HEAD, its parent, its tree, the index, and
the committed pathset remained intact. Pseudo-ref and stale-worktree cleanup
remain separately gated and are not part of W-04.

This report-only follow-up binds those exact content identities without
changing the source family, manifests, registries, tests, or validator. The
ignored LocalContext closure records the final slice tip, fast-forward
integration, and live remote verification.

## 8. Closing law

W-04 completes numbered canonical-source placement and non-runtime discovery.
Placement, canon, and index registration do not by themselves authorize
execution. Runtime activation, MACHINA binding, Sigma generation, deployment,
G/SK mutation, and promotion beyond `integration-branch` each remain separate
future acts.
