Current root laws already support the necessary class separation, SATOR mediation, downstream AREPO evaluation, and scoped directional admission. The missing general envelope is supplied as a candidate interface; no root mutation is required.

The package preserves operatum/operandum, path/transition/admission/traversal/execution, return/re-entry, and representation/authority distinctions. Fixtures validate pending and rejected states. No source stack, root law, edge set, SVG, runtime, deployment, or index changed.

Stack E, Graph_4, QATH, agents, and deployment may consume this candidate contract. Canonical promotion of a general handoff envelope remains a separate human decision, but it does not block candidate downstream work.
