# SATOR Consumer Taxonomy and Routing Prohibition

SATOR may mediate for a declared user-facing, agent-facing, OPERA-facing, handoff-facing, or external-interface consumer. The consumer class affects formatting, disclosure, schema, and loss; it does not alter source authority.

SATOR may expose a declared candidate target and request consent where required. It may not discover, select, rank, schedule, admit, or execute an undeclared next OPERA. A successful parse, visual arrow, familiar label, available agent, or graph reachability is not routing authority.

Exactly one effective return owner must be disclosed. Multiple mediation providers may contribute only through a declared composition.
