Every dependency supplies only its declared trace or context. No provider
transfers class, source status, admission, execution, registration, or
canonical authority to W.

The current S/K file versions remain newer than their SYSTEM_INDEX entries.
This qualification records the drift and uses the files only as explicit
non-runtime contextual evidence. A runtime version-exact handoff is therefore
not admitted.

## Direction and return

W returns a `W_PROFILE`. It may be attached to a broader case trace but may not
silently reclassify the S/K subject, invoke OPERA S recursively, or become
blanket judgment of a person.

## HP-025:A binding

W remains independent of current OPERA G. A later separately authorized
M2M-G-EVACUATIO-01 may consume qualified W fixtures as golden evidence. This
report does not patch Stack G, declare G an upstream, or prove that G currently
generates W semantics.

## Veritas / Veracitas boundary

HP-029:A fixes `Veracitas` at W address `-UI`. `Veritas` remains a related
principial/source term, including A carrier I, and is explicitly not a simple
W alias. A reference to A:I therefore supplies characterization context only;
it does not collapse the W habit into the A dignity.

## Result

`CROSS_STACK_BOUNDARY_QUALIFIED_FOR_CANDIDATE_TESTING / NO_AUTHORITY_TRANSFER`.
Existing A, T, S/K, G, root-law, SYSTEM_INDEX, runtime, deployment, Sigma, and
MACHINA artifacts remain unchanged.
