# Stack W local candidate index

Scope: local discovery and role separation for the W-03 qualification family
only.

## 1. Index boundary

This file is not `SYSTEM_INDEX_CURRENT.md`, does not register a provider, and
contains no executable logic. Every ID below is local to the qualification
candidate and deliberately uses `LOCAL-W-*`, never a global `IDX-*` identity.

Git placement and a passing validator do not change those values.

Current same-epoch TENET and effective ROTAS evidence are both required before
any future OPERA admission. AREPO or SATOR evidence alone never substitutes for
either one.

The predecessor-to-successor map is

the Stack W candidate root remain immutable evidence.

Provider references do not transfer their status or authority into W. The
profile dataset labels its entries `SYNTHETIC_INTERFACE_REFERENCE`; an actual
mapping would still require separately admitted current A and T traces.

## 5. Invocation-epoch order

The candidate contract is:

No earlier invocation's admission or evidence may be reused. Alias resolution
precedes artifact lookup but never performs any step in the sequence.

## 6. Explicit exclusions

This local index does not:

- create `19_STACK_W`;
- mutate or shadow `SYSTEM_INDEX_CURRENT.md`;
- expose a runtime provider;
- canonize the five class artifacts or term matrix;
- make the development-only translation a deployment dependency;
- require current OPERA G;
- bind MACHINA, Sigma, deployment, or a global alias namespace;
- collapse act, habit, person, sign, address, carrier, term, co-carrier,
  contrary, source, alias, or semantic identity.

## 7. Lifecycle

W-03 may qualify and integrate this candidate family. Numbered placement,
registration, canon, runtime activation, MACHINA representation, deployment,
and G refactoring remain separate tasks with their own gates.
