## Authority boundary

The maintainer identified W as the missing regime required for eventual
canonical completeness. That instruction is the human authority for opening
and prioritizing this integration goal. It is not a silent ratification of the
received `DRAFT` and `CANDIDATE` bytes, a lexical decision, a numbered-stack
allocation, a provider registration, or runtime authority.

Evidence is typed in this register as follows:

1. `HUMAN_BINDING` — explicit maintainer intent or decision.
2. `ROOT_CONTROL_LAW` — current versioned AGLA class or registration law.
3. `DIRECT_TEXTUAL_SOURCE` — a currently routed execution-allowed textual
   witness, authoritative here only for what its exact text states.
4. `TRANSLATION_WITNESS` — translation or commentary evidence, never a
   replacement for the direct textual source.

7. `PACKAGE_ASSERTION` — a claim or result reported inside the received
   workspace but not independently sourced or re-executed.
8. `LOCAL_INFERENCE` — a typed conclusion of this reconciliation.

No lower class impersonates a higher class. In particular, package reports,
test declarations, translations, development references, Git placement, and
this register do not create doctrine or runtime authority.

execution-allowed files
above live in a context folder rather than the prescribed `00_Sources` storage
tree. This is a routing defect, not permission to duplicate, move, or rewrite
them in this slice. Their exact current paths and hashes remain the evidence
anchors.

## Package evidence register

The 20 preserved support files remain `PACKAGE_ASSERTION` or derived evidence.
Their manifest/checksum coverage, JSON syntax, and declared cardinalities were
independently checked, but their `pass: true` fields are not an executable
validator trace. The received MACHINA instance is retained as provisional
evidence and is not conformant to the current MACHINA schema.

The received human ledger is provenance for U-001 through U-008. It is not the
active decision control plane; HP-019 through HP-026 own those questions, and
the additional omissions discovered here are routed in the lexical register.

## Reconciled authority result

`SOURCE_RECONCILED / CANDIDATE_ONLY / QUALIFICATION_BLOCKED_BY_EXPLICIT_GATES`.

The four-wheel and 36-address structure is a coherent received candidate. The
source topology does not yet authorize its full vocabulary, execution, class
conformance, numbered placement, registration, or runtime use.
