Remediation creates a new decision record. It never overwrites the failed record.
## VII. Deferral law
AREPO must defer when:
- required evidence lies outside the loaded packet;
- a primary edition or historical witness must be consulted;
- the target is pre-Art or post-Art logical and no authorized bridge exists;
- a required A/T/E/SK facet or genuinely external specialized domain is not available in the admitted composition;
- a root-class change would be required;
- human judgment is needed to stabilize an attribution or change authority.
Deferral must name the missing authority, evidence, or decision. It is not a soft admission.
