These ROTAS select and order phase-qualified houses and reference routes. They do not answer a historical question, establish genealogy, admit sources, or independently grant runtime authority.

## I. Duplex law

The two wheels are independent:

No house may be selected merely because a familiar word or letter appears.

## III. R0–R3 reference-routing law

Every house exposes four reference routes:

`R0–R3` identify where a house routes. `E0–E4` identify what evidentiary authority a resulting claim has. The namespaces must not collapse.

Candidate routing precedence `R0 > R1 > R2 > R3` is retained only as a house-loading convention. Claim adjudication remains governed by TENET’s evidentiary order:

`E0 > claim-relevant E1/E2 > E3 > E4`

Therefore:

- an R2 comparison never overrides R0;
- an R3 critical reconstruction may correct an R2 analogy or reception claim;
- source affinity is not genealogical proof;
- a listed reference is a retrieval target, not evidence that it was actually consulted.

Allowed house deltas:

A delta must name the changed field and supporting evidence tier. It may not silently alter phase, house identity, or source authority.

House exit does not mean historical truth has been decided. It means the minimum routing contract is satisfied or an explicit unresolved state has been emitted.

## IV-A. Ordo Artis and Latin-carrier law

ATSQ is a calibration topology, not a claim that the `Ars brevis` consists only
of A, T, S, and Q or historically executes one fixed circuit.

Every `Ars brevis` traversal must declare which of the thirteen parts are
material:

`S_TERN`, `Q_TERN`, and every other house ID are AGLA calibration aliases.
They are not letters or house names quoted from the `Ars brevis`. Source Latin
